Jeff, Wolinski is using physics as a metaphor. While quantum effects do rule at the sub-atomic level how that translates in the everyday macro world of the human brain and mind is completely unspecified and speculative. Or metaphor

In his book 'I am that I am' Wolinski clearly says that he created quantium psychology to get psychologists interested in the teachings of his teacher, Nisargadatta Maharaj. He also seems to be aware of the fact that he only made things more complicated than they are in reality. But 'I am that I am' isn't a good book for those interested.

Aha, so he *was* intentionally trying to reach people of a materialist persuasion-- that makes sense of that. Probably better to hit them with a little Middle-way philosophy correcting the four extremes, instead of trying to mush things together into some philosophy that appeals to their biases.

I'd like to second what Chris is saying. Here's a nice (if old) article about what it would take for quantum effects to show up in a macroscopic scale (and the neurology underlying our consciousness certainly is macroscopic in this respect):

Just thought of another way to simply summarize this and other similar ideas (i.e., referring to the original post):
1. 'The nervous system is not--as is traditionally thought--a means to direct apprehension of objective reality.
