Party hat metaphor and arupa jhanas was created by apperception

Continuing with this metaphor, where do the arupa jhanas fall? Are they further refinements of the 4th jhana, existing between the 4th jhana and fruition? Or are they "beyond" the fruition somehow?

I suspect the first, but I'm curious to hear others' takes on this.
