I think it is natural for the eyes to move slightly, as you sweep your body up and down. In fact, for me, it improves my concentration and It reduces distraction. In my opinion this is not a bad habit, but a natural way for me. Do not worry about it. Some AT's might disagree with me but I have not read or heard Goenkaji saying anything about this. It is a very minor issue in the grand scheme of things. Instead

1) Focus on improving One-pointed concetration (Samadhi: advanced Anapana instructions) to 2+ minutes without letting your mind to wander away and
2) Study the Insight Knowledges (16 Vipassana Nanas) posted on this forum.

Use the One pointed concentration thus developed during Vipassana and try sweeping the body on the surface and inside, observing arising and passing away of sensations (actually all 3 characteristics) for 20 to 30minutes, without letting your mind to wander. So during your 1 hour sit, you should focus on having 2 to 3 concentrated vipassana sections of 20 minutes each where-in your mind has not wandered away. You will quickly start to progress along the Vipassana Nanas (Insight Knowledges) towards 1st path.

Eventually as you advance, you should develop One-pointed concetration (samadhi) of 5 minutes.
